En 1991, l'écrivain Samuel Gallagher, militant du rattachement de l'Irlande du Nord à la République d'Irlande, est enlevé par un groupe paramilitaire protestant nord-irlandais, mais son exécution échoue grâce à un agent britannique infiltré. Peu après, François Le Bars, journaliste proche des services secrets français, rencontre Anne Kelly, une Québécoise qui s'intéresse à l'affaire.
